Sheesh! I feel awful for not having realized this sooner. I misinterpreted "Tab" to meaning the tab key on the keyboard. Maybe this could be reworded to something like "Open Files Limit"? Of course, if I'm the only one to make this mistake it's probably not worth doing.
I'm recall others also being confused by this. I wonder in a case like this if you should submit something in tracker or post to the documentation list.

You're not alone. There are a number of things about IDEA that, in my opinion, are confusing, especially to the new user. And new users are very important because even if a tool is great, new users who can't figure out how to use it will not buy it, recommend it, or write a good review of it.
I volunteer a couple nights a week writing software for a non-profit organization, and we started using IDEA recently (I've been using it at my day job for almost a year). When pair-programming with someone who hasn't used IDEA before, I'd hear a lot of "oh, that's how you do it", "I'd never have thought of looking there" and "why would they make that the default setting?". I remember feeling the same way when I was learning IDEA.
It could just be that I (and the people I was working with) aren't used to the same tools that the IDEA team based their interface on. Or it could be that IDEA could use some improvement in this area.

I posted a request a while ago asking them to put all editor tab options in the same place, partly because people misunderstood what "tab limit" meant (http://www.intellij.net/tracker/idea/viewSCR?publicId=5591). Currently it's "to be discussed".

Yes. Go to Options|IDE. You'll find the 10 file limit in the Editor
preferences.
