Build 670 - Can't get IDEA to start

Downloaded the zip file of Build 670 (ie without JRE).

Installed it clean, updated the idea.bat file to point to
JAVA_HOME instead of internal jre and now it wont launch.

I get a Dialog box with
"IDEA is not configured properly.
The application should be run with the supplied JRE".

Whats it looking for ?
