File watchers in setup

I must be blind, but I can not find file watchers setup in settings anywhere.  I am using version 15.0.3.  Can anyone help me find them?

You need to install File Watchers plug-in first. It's not bundled. See https://www.jetbrains.com/idea/help/installing-updating-and-uninstalling-repository-plugins.html .
