Problem access dependency libs

I'm having an issue accessing the libs in a module even though the export is checked.
I've attached some images showing module and library configuration for the project. I have essentially the same config in another project (just different child module) and everything is working correctly. In this project, I can't access the libs for biocode-fims-commons even though the export box is checked.
If I add biocode-fims-commons-libs as a direct dependency to arms-fims it works.
Any ideas why the export box isn't working?

what should I share? the .iml or the .idea/ dir?
