RubyMine 3.2.1 has been officially released; there's nothing to wait for. It fixes a number of major bugs, including an issue in the CoffeeScript parser which could cause an IDE hang.
Indeed, I was wondering the same, and sent a tweet to @rubymine with the same question.
Seems a bit wierd, and personally I am going to hold off installing it until I see an official release message.

No. The only fixed problems for which there are YouTrack issues are RUBY-8856
and IDEA-71528.

Just my personal preference, but I would prefer if jetbrains was consistent about whether or not you post a blog message on a release.
After all, changelists make me happy! ^^
