GWT Debug Sync Problems

This problem is already reported (http://youtrack.jetbrains.net/issue/IDEA-51892).

I am having lots of trouble understanding why my HTML and CSS changes don't show up when I debug my application.  I don't understand where the running directory is so that I can delete it to make sure it is using the correct HTML.

Why are my HTML changes not getting updated in Debug?
