Option for Plugin project is not available in 13

Hi,
One of my friend has installed intellij 13 ultimate edition with a free license, he is not getting the option for creating the plugin project. I have attached the screenshot of new project dialog, can anyone pls help in identifying why there is no option for plugin project

Please make sure that plugin "Plugin DevKit" is enabled, then there should be "IntelliJ Platform Plugin" option.

Thanks for your answer it is working now. But have one more issue,
when he is trying to debug the application, he is gettiing error that 2 instances of intellij is running and only one licence is available. Can you pls help to resolve this.

Please try to delete contents of "Sandbox Home" directory in IntelliJ Platform SDK
