Nice, but why such a delay before the popup?

Because of dialogs. If they showing in action it will hide overlapped part of popup.
It is 1 second now, may be it may be less but I have no idea yet which one. May be listen to dialog popup.... I heed to think about and experiment :)

I also noticed that the promotion can sometimes appear partially out of
the screen when it follows the mouse (in that case it should appear as
close as possible to the mouse position while still being completely
visible).

When one has several open projects at once and does something prohibited in
the second one, the focus is switched to the first one and the popup is
shown there. Not too pleasant.

- Popup follow the mouse possible now.
- Per shortcut stats for invokations (count displayed in tip popup).
