Doesn't Swing come with a GUI builder? If it does, then all that is needed
is to hook it up to IntelliJ.
Also, is it possible to add intentions and code knowledge features through
plugins?

There was a post somewhere that our beloved friends at
IntelliJ/JetBrains are seriously considering a GUI builder for an
upcomming release.
They are SOOOOOOOOO good at creating good stuff, I say let them do it.

That's the wrong group I suppose. We are planning to open a prototype
of the GUI designer in the next EAP build.
