Uploading a plugin... what's the trick?

It's quite rare to get a response from there. My personal statistics is
one out of three... :(

No matter what I do I can't seem to load a plugin into
http://plugins.intellij.net.

I just get the message:

Our server is temporarily busy. Please, try again later or contact us
via e-mail: stathik@intellij.com.

and no response received so far from that email address.

I'll ask about it ... lemme see if I can't get some answers from our other
office...
