Register Custom File Tyes and Highlighters

Can plugins register custom filetypes and highlighters, as opposed to
dropping a file in ~/.IntelliJIdea/config/filetypes?

Hello!
File types - no, Highlighters - yes. And as sample you can look at
PropertiesEditor plugin.

Thanks.. I did actually look there first (is there source available?).
I want to be able to specify keywords, etc without dumping a file into
the config
