How create spring web flow config file in IDEA?

I create project from Maven, and add in pom.xml libraries. After that I add framework support JSF, Primefaces, Spring, Spring MVC, Spring Security, Spring WebFlow, but i can't create configuration files for Spring WebFlow and other becouse in Alt+Insert > XML Configuration file  I haven't  config files for creating. How add these config files in Alt+Insert > XML Configuration file?
