Cannot find declaration to go to in Javascript Editor

I just installed 14.1.5 CE and noticed that the Javascript Editor isn't fully functional. For example, when I try to navigate to a function by pressing F3 or Ctrl Click on the function call, it complains "Cannot find declaration to go to", even though the function declaration is just a few lines below.

The JS file is recognized by Intellij and code complete works fine.

In the Plugin menu, I couldn't find Javascript Editor - is that normal?

Thanks.

I'm using PHPStorm 10 licensed version (not sure what IntelliJ IDEA is) and in every .js file we're using, when I Ctrl+click on a function that's part of an object (like Bob.jane.fred()) to go to its definition, a red pop-up error says "Cannot find declaration to go to", even if the definition and entire parent object is in the same file. In .php files it just goes to the definition even if it's in another file.
