Ctrl Q not working

OK so ctrl+q is not working. This is for quick documentation in the java editor- for javadoc viewing. So I went to bind it in the keymap dialog (not sure why it's not bound) and it says it IS bound but not "loaded" although it may be loaded in the future......

Gotta be a bug unless we're loading menu actions individually these days . On Win 7 64 pro 139.225 pro version.

Any ideas?  I actually need this feature because I use it constantly.

I should add the action works if initiated from the menu item....

Same ussie :(

Following external urls were checked:    http://docs.oracle.com/javase/7/docs/api/java/package-summary.html The documentation for this element is not found. Please add all the needed paths to API docs in Project Settings.
Even I did download jdk-7u75-docs-all.zip and unpack it, Ctrl-Q do not work for me.
Version 14.1.1 ultimate

What path did you configure? What happens if you invoke this action via menu instead of shortcut?
On what Java class do you invoke Quick Documentation?
