Toolbar customization is still broken in 9684

Hello Pavel,

As soon as i just click Move Down on any toolbar item and then apply,
some other random toolbar items are added at random places along the
toolbar. Come on guys, this bug is present since 8.0 has come to
market.

Do you have any third-party plugins installed? Did you delete your customization
scheme after upgrading to the latest EAP?

Sure, a couple of like Reformat++, UndoCloseFile, TabReorder, nothing
special

I just press restore defaults and everything becomes just fine. But as
soon as i'm trying to move any non-custom element within toolbar up or
down, things become messy. Am i the only one to have this trouble, i
suppose you cannot reproduce it, don't you? Is there another way to
reset customization?
