Very slow plugin downloads

No one else is experiencing this?

It seems to also affect accessing Jetbrain's JIRA as well. Sometimes it'll
take a good 2-3 minutes for the listing of resolving issues to appear.

IDEA takes FOREVER. Downloading one plugin can sometimes take 15-25

from the normal EAP download location which is fast) is only sending at
like 7K/sec since around the beginning of December.

Jetbrains FTP seems to have become much faster as well :)
