IDEA 12 missing feature in I18N Support (Resource Bundle Editor)

Hello,

I'm new in this forum, but not new as Idea user.
I found missing feature (panel with buttons) in Resource Bundle editing view in version 12 (Ultimate).

My question is: Is it bug, or forgotten feature, or it's ok?
