Build 6708 - Ctrl+Shift+F4 in "9: Changes" panel closes "Local" tab

The "Changes" panel was never "closable" - pressing CtrlShiftF4 made no effect in this panel.
When I still pressed CtrlShiftF4 accidentally while being there - the "Local" tab disappeared and the only way to bring it back is to restart IDEA.

Btw, if CtrlShiftF4 works so well in all the panels (so that I keep pressing it all the time .. ) except the "Changes" one - may be it'll also work there but by hiding the panel instead (same way Shift+Esc does) ?

Hello Evgeny,
