Can I turn VCS for a project (CVS) offline?

Is there any way to set CVS access to offline while performing normal editing?
I have to work on projects where the CVS repository is not always available
and as a result, I get all these pop ups complaining that cvs access failed.
Well, I know that! Why can't it only complain when I wish to peform repository
operations? I realise that some of the change bars may no longer be accurate
but it's better than having these pop ups and the result surely is the same
when I do not have CVS access.
