Plugins dialog problem

And I found that this problem raises in 2 cases.
First case:
+ Open Settings dialog in Default View mode
+ Click Plugins to open Plugins dialog
+ Click OK or Cancel to close Plugins dialog
+ Click Classic View button to switch to Classic View mode, or click Close button to close Settings dialog
Second case:
+ Open Settings dialog in Classic View mode
+ Click Plugins to open Plugins dialog
+ Click OK or Cancel to close Plugins dialog
Note: This problem only raises when you don't have a network connection. I didn't check this problem when I don't have Internet connection (still connected to LAN) yet.

This is always a problem from me at work. I have never been able to update through our proxy server at work(or even on VPN). I always wait until I am at home and connected to my wireless network there, the I do updates.
Now, with this issue, I don't dare click the plugins button in settings.
They cannot reproduce this problem. :(
