Yes, BUT the 4.5.4 build is lack of perforce integration and the plugin - how to say gently: does not work as expected
AFAIK old versions are still available for download. Just construct the
right URL based on the current one.

Do u know a version number that runs the remote debuger normally and integrate with perforce?
No :) I use CVS and the debugger doesn't work reliably for me even in 4.5
