Common VM parameters for rung/debug configuration

I need to enable assertations for all application/junit runs. It's a bit
annyoing to insert the -ea into each VM parameters field. Besides I
often forget :(

Maybe an input field in the module configuration?

Thirst thing I do: run configuration->edit defaults->vm parameters:

-ea -esa -Xmx256m

Doesn't work for aleady created entries, but for new ones it's invaluable.
