2. in the properties for a windows program, does assigning c-f12 as the shortcut key work?
c-f12 doesn't seem to trigger any other behaviour on the machine
Some times the usual suspects grab the keys and do nothing with them.
You may have to go on a killing spree:
Task manager and start killing processes until one of two things happen: the computer locks up and you reboot, teaching you what processes shouldn't be killed :) or two, c-f12 starts working and hopefully you found the culprit.

No. Happens all the time: some windows program is intercepting the key.
It's been working fine for me, including in 3260.

are you on vnc? I had to change the key binding of c-f12 in vnc to something else.
