Neither did I. I'm glad the options are there, but not sure why jetbrains put them there. Strange place to put just those two configurations when everything else in nice and tidy in the IDE settings.
The other thing that's odd is that there is no option to display the productivity hints only on start-up, the one place where people who otherwise find them intrusive might be glad to see them.
Not that I'm complaining, mind you. I'm just happy to have a way to turn them off.

Yes you can. Not sure what build the options were added in, but they have been in for a couple of release candidate build atleast.
In the menu
Help --> Productivity Guide. On the pop-up window there are two checkboxes to turn them off.
