IDEA includes same functionality as RubyMine, PyCharm etc?

You'll get the same functionality if you install the Ruby and Python plugins
from the plugin manager.

I use Resharper every day at work and love it. I really like the
attitude Develop with Pleasure.

If I buy IntelliJ IDEA will I get access to the same functionality
that PyCharm and RubyMine have, via plugins in IDEA?

For me, this would be a really big motivator to buy IDEA since I
tinker with lots of different tech in my spare time.
