How to refer a local for idea?

My computer's local is Chinese so that the messages in message border are unreadable codes.It is normal only if I refer the pc locale using 'English(United States)'.How to refer a locale to idea insted of the os locale?My idea version is 8618.Your help wil be appreciated.

You need to set the "user.country" and "user.language" system properties in the idea.exe.vmoptions file (windows) or the info.plist file (Mac) (in the {IDEA-install}/bin directory):

Use the language (ll) and country (CC) code you want IDEA to use. You can also take a look at this thread () in which this issue was recently discussed.

I set it like below:

-Duser.country=US
-Duser.language=en
