Difference between Libraries
I'm a little confused about the different Library options in Project settings.
I see three types of Libraries:
1) The Libraries Tab
2) The Order Tab
2a) Global Library
2b) Project Library
I think the 2a) Global Libraries are probably accessible from many project, the 2b) Project Libraries are accessible only to the current project, but what is 1) The Libraries Tab?

The piece you are missing is a piece which has not been implemented yet.
If I remember correctly:
1- Library is a library for a module, but not other modules (not yet
fully implemented)
2- Project Libs are libs that can be accessed from any module
3- Globals, libs for any project and any module
