Tomcat process does not stop

I'm using IDEA 6.0.5 with Tomcat 5.5.23 i think.
I start tomcat through IDEA in debug mode. when i click on the stop button, it does what looks like basic shutdown of the tomcat process, and i get a "disconnected from server", but actually the tomcat JVM is still running (i can see it in the task manager), and i always have to manually kill the process.
What am i missing here?

It can happen if your application creates threads and doesn't terminate them explicitly upon shutdown of the application server.

This problem is not IDEA related as IDEA only calls the standard Tomcat shutdown script.
