Short answer: it is and will not be possible any more, because IDEA contains only a CVS client and therefore has not capability to manage the repository directly.
You can use pserver instead -- should be very simple to setup.
I install cvsnt. He work on :pserver: metod. But IDEA's internal cvs, after CheckOut Project, do replace national characters to "???????" in utf-8 projects. How do it?
