Bundled JRE is changed http://www.intellij.net/tracker/idea/viewSCR?publicId=8293. And may be this is a reason. It's good idea to have separate archives to new made jre (some of us need it, personally I don't have downloaded jdk 1.4.1) and binaries of IDEA(as before). Or binaries and jre patch(new added or changed files) would be great.

But the JRE changed only for international date formatting which I don't
care about.

May be it's sensitive for IDEA.
But I'm agree that separate files for JRE and IDE would be better.
I think it's temporary trouble.
+1 for the zip. It's a pain using the .bin on linux.
