Can I add custom panels to the GUI builder palette?

Yes, this functionality is added for IntelliJ IDEA 6.0. Just right-click
the palette and select "Add component to the palette". You can select the
class to be added, and if it is a panel, select the "Is container" check box.

Is it possible to place a subclass of JPanel into the palette and have
the builder drop objects into it, lay it out, etc?
