Plug-ins directory during installation

Am I missing something, or should Idea blow away the plug-ins directory during installation? I upgraded to 681 and found that to be the case.

Before writing a problem, I though maybe I would ask. Perhaps it is expected behavior.

That's the way it is now. I would be happier if IDEA would clean only the
installation plugins (currently TomCat and ClearCase) and not others.

Describes this problem. I also some more detail. I wonder if I should open something new up as a feature, rather than expand the scope of the problem.
