comment not working on kde kubuntu for ctrl+/

Today one of the features i use absolutely all the time, comment something out,  stopped working.

ctrl+/
ctrl+number pad /
ctrl+shift+/
ctrl+number pad /

all do nothing in a php file with a section of code highlighted.

Could someone check this in a similar setup to see if its working for them please.

Things that have changed lately for me that might be assocaited:
* upgraded phpstorm to version 7.1.1 (PS.133-679)
* upgraded java to 1.7.0

$ java -version
java version "1.7.0_51"
Java(TM) SE Runtime Environment (build 1.7.0_51-b13)
Java HotSpot(TM) 64-Bit Server VM (build 24.51-b03, mixed mode)
