(off topic?) connection issues/banned ip?

Hello,

Just a quick one:

Over the past few weeks I cannot connect to 184.73.234.255 (devnet.jetbrains.net / confluence.jetbrains.net / submitting error reports) from my IP address.
However these work fine via a vpn.

I've done the browser cache clearning/multiple computer test and still get a timeout. Is it possible my main IP address has been black listed?

Is there somewhere else I should be asking this? feel free to delete thread if you would like to message me.
