If I understood you correctly, tools being plguins, color schemes, and other settings, then yes. All Jetbrain's tools have this function I believe. While in Pycharm, up at the settings bar is File > Export Settings. Here you can choose from the many specifics of which you want to export.
Jacob, in PyCharm 5.0.x there is no longer the item 'External Tools' in the 'Export settings' window you mention. If I remember right one could do it in PyCharm4.
