SVN Commit Changes says there aren't any, but there are lots

This morning I checked out a project from remote SVN, and had IDEA create a new project for it. I've made a bunch of changes locally, which I see when I compare individual files to the Same or Repository version, but Commit Changes says "Nothing to commit: No changes detected".

Also, Annotate seems to be ignoring my local changes, showing the modification date and author of the repository version next to lines I've added or modified locally.

Why is this happening? What can I do to fix it? I've never seen this behavior before.

The suggested topics list here shows some similar problems with Git repositories, but those seem to have Git-specific solutions.

This is an urgent and blocking issue for me. IDEA 15.0.3 on Win 7 Pro 64 bit.
