Student license

Hi, I'd like to know if the student license is only eligible for students majoring in computer science. I'm a student majoring in law, and I like coding during my leisure time.  Recently, I applied for a student license but was refused by the Chinese department. The picture below shows the reply email. I checked the student license website and FAQ many times, but I didn't find any requirements for a major. I wonder if this is a bias against Chinese students or liberal arts students since I didn't see any documents about it.

By the way, I successfully enrolled in the GitHub Education package without any problems. Then, I tried to apply for a JetBrains student license through Github, but JetBrains told me that my Email was blocked. I think it's ridiculous because when I first applied through the education email address, it was not blocked, but when I got refused because I majored in liberal arts, my Email address was blocked. The JetBrains Student License is available to student who needs to use our products in course study. If you are not major in Computer science, but you have any related Elective Courses, you can also apply for it. Please provide your course schedule with application for review.
