Managed Jupyter Server fails to restart after stopping the server for Pycharm 2024.3

If I close the managed Jupyter Server, I cannot start it again.
The jupyter tool area is totally empty and even trying to start it from the action “Start Jupyter Server” fails.

First of all, update to the latest 2024.3 major version and check if the issue persists.
