Could you please clarify what exactly is not working? Which version of the operating system are you using? Does the IDE start at all, or do you encounter issues while coding?
I figured it out myself. It does not work in the latest version of Windows(24H2) plus Astrill VPN(https://www.astrill.com). So if there is no Astrill, Phpstorm works. If I install Astrill(just install, no need to sign up/login), Phpstorm does not work. If I uninstall Astrill, Phpstorm works again.

I love Phpstorm and using about 10 years.
I got this issue first today.
Today my PC upgraded Windows to the latest version, and after that, Phpstorm does not start at all.
I figured it out myself.
It does not work in the latest version of Windows(24H2) plus Astrill VPN(https://www.astrill.com).
So if there is no Astrill, Phpstorm works.
If I install Astrill(just install, no need to sign up/login), Phpstorm does not work.
If I uninstall Astrill, Phpstorm works again.
