I'm able to download the update patch multiple times. Is this intended?
From the cog icon → Download PyCharm
From the bell icon → Update PyCharm
From help → check for updates → Update PyCharm

Could you please clarify if you are using Toolbox App? Also, please provide a screenshot under Settings | Appearance & Behavior | Notifications | Display balloon notifications | IDE and plugin updates available?
