How to enable the github pull request diff gutter?

For most projects, the gutter is actually working

But I've some projects where it does not appear.

Pull requests on that project are working inside the IDE, but I managed to somehow disable this gutter (or maybe other features related to github pull request integration).

Where is this enabled?
