Layout issues | English INTL. With dead keys isn't recognized on IDEA

I'm on LInux MInt, for reference. I can only send certain accents ant characters, say ' or “” with English INTL. With ALTGR dead keys. Anyone with a similar issue? I need to use the regular without altgr because i can't do accents properly on the altgr layout. I'm using the latest IDEA version as of today.
