I am pressing down then wait a little to make sure the screencast caught it then press up. Only one of each. You can see it jumps.
Do you have any custom plugins installed? Please also upload logs from Help | Collect Logs and Diagnostic Data to https://uploads.jetbrains.com/.

Downloaded plugins: default for xwin keymap, drupal extend, drupal namespace detector, drupal symfony bridge, php annotations, symfony, xwin keymap.
Please disable the mentioned plugins temporarily and restart the IDE. Will the issue remain?
