Are you using a remote interpreter? Does the issue look similar to PY-82415.
Could you please check if the issue is reproducible in the latest PyCharm version? You can install this version via Toolbox App, which is our tool for managing IDE instances.

To check the issue, please create YouTrack ticket and attach a log archive, which can be found under Help | Collect Logs and Diagnostic Data along with the notebook, where the issue can be reproduced.
