Menus and Toolbars | Create new group

Is there a way to create a custom group/sub-menu in `Menus and Toolbars`? The result I'm looking for is for can be seen in the Project context menu when hovering over 'New'.
In "Menus and Toolbars" I don't see a way to create a new entry similar to 'New' below
