Creating a Web Project in Intellij Ultimate, No WEB-INF folder or web.xml...

I saw one question that ask this question, and thought I give it a bump.

I am new intellij and try to create a web application from online tutorials.  When I create a JavaEnterprise  project, and select the web application on the "additional libraries and frameworks.  There is no option to create web.xml file option, and when I do create the project, there is no WEB-INF folder under my web directory of the project.  

Do the users have to add the WEB-INF and the web.xml?  I would think that IntelliJ Ultimate, would create these files for me.  Do I have to change the setting somewhere.  I have IntelliJ IDEA 2017 3.3 Ultimate.
