How can I configure "Shorten command line" as "JAR manifest" globally, across projects, in perpetuity.

I have clicked through the following screen at least 20 times and I cannot find the global equivalent to configure this across projects.

This can be configured only per project under the Defaults node, see https://youtrack.jetbrains.com/v2/issue/IDEA-148319.
