https failure in IDEA

Any type of https activity (Gradle, plugin installs, etc) fails in IDEA with the error: "Software caused connection abort: connect". My company does use a CA root cert and I have installed it in all jre's (idea's included) and added into IDEA's server certificate in settings. Does not fix the issue. Issue occurs on any network, not just the company network where the root CA cert is necessary.

This renders IDEA unusable as I can't instantiate projects with dependencies on Gradle or any library via https.

Does it work correctly from the command line  Gradle?
