Reformat broken for project?

The option to reformat an entire project has mysteriously disappeared sometime in the 2018.1+ builds. Individual files work fine, but when selecting folders or modules in the project pane (or any pane for that matter) the option to format code has disappeared. Optimize imports is still there and works, but that's it. Attempting to use the shortcuts (command + alt + L or command + alt + shift + L on mac) results in nothing happening. Navigating to the code menu while a folder is selected shows most of the formatting options disabled, although there's a blank line with the shortcut for reformatting listed, however clicking on it doesn't seem to have any effect.

Is this a regression? I know this used to work at least back in the 2017 builds, so this is either broken now, or has been moved somewhere else and needs updated documentation.
