IDEA update broken

Previously IDEA used an update scheme which tried to download a patch via in-app update center, apply it and restart the IDE. But now I've received an update notification (2018.1 to 2018.1.4) and it only provides me a button to download a whole 2018.1.4 release tarball from the site. Is it a brand new IntelliJ update policy to make users download as much as possible or something went wrong and this minor update is really not a minor update?
